Most new developments on the North Coast right now are built for the same buyer: someone looking for a rental unit, in a building, close to the beach. Choco Hills is aimed at a different question entirely — not “how well will this rent,” but “could I actually live here.” Here’s what that means in practice.

Land, Not Just a Unit

The single biggest difference between Choco Hills and most North Coast pre-construction listings: you’re not buying a fixed floor plan inside a building, you’re buying a homesite. Lots start around 755 m² and go up to 1,683 m², so the size of your garden, the distance from your nearest neighbor, and how much of the lot you build on are choices you actually get to make — not a layout decided for you.

The Magnolia model, the entry point into the community, is a 2-bedroom, 2.5-bathroom villa with 120 m² of interior living space and about 60 m² of outdoor terrace — roughly 180 m² of combined indoor-outdoor living on a private lot. For buyers who want more, 3-bedroom villas start at $329,000 and 4-bedroom villas at $379,000, and for anyone with something bigger in mind, custom-built residences over 300 m² are available, designed directly with the development team rather than picked off a set list of floor plans.

Where It Sits: Close Enough, Far Enough

Choco Hills is in El Choco, in the hills between Sosúa and Cabarete — close enough to reach the beaches, restaurants, supermarkets, and schools of both towns and Puerto Plata International Airport within minutes, but positioned above the coastal strip rather than stacked into it. That elevation is the point: the community’s own materials describe panoramic views across El Choco Park’s mountains and toward the ocean, which is a different kind of view than a beachfront condo gets, and one that comes with more separation from neighboring properties and more quiet than coastal developments typically offer.

What’s Included, and What You Build From There

The Magnolia is delivered finished but unfurnished: kitchen cabinetry, air conditioning in the bedrooms, a private swimming pool, and minimalist landscaping are all included in the base price. From there, interior design, additional landscaping, furnishing, and villa management services are available as add-ons — the base villa gives you a finished home, not a shell, but leaves the personalization to you rather than locking you into a pre-decorated model unit.

Pricing for the Magnolia starts at approximately $283,075 total — $234,000 for the villa construction and $49,075 for the smallest available lot. Reservation is $5,000, with the balance staged against construction progress: 30% at the Promise of Sale, 25% when grey construction is complete, 25% when doors and flooring go in, 15% at interior finishes, and the final 5% at delivery. Estimated construction time from groundbreaking is 10–12 months.

Independent by Design

Choco Hills is planned with underground utilities and its own independent water infrastructure, including backup wells — the same self-sufficiency logic that shows up in the stronger North Coast developments, where dependence on the municipal grid is treated as a design problem to solve rather than something to work around later. A $6,900 utility connection fee applies for hookup to the community’s infrastructure, and owners can add a $3,100 connection to the community’s backup generator system, or opt for solar panels instead for a more independent energy setup — the community is built solar-ready either way.

No Longer Just a Plan

Worth being concrete about this, because “pre-construction” covers a wide range of actual progress. Choco Hills isn’t a rendering waiting on funding: the sales office is already open and staffed, the main gate is set to open soon, and the first villas have already broken ground and are under construction — not scheduled to start, actually underway. Roads for Phase One, covering the initial 40 acres, are on track to be completed within the next 6–9 months. That’s the difference between a project still raising interest and one that’s funded and moving.

The one piece still ahead is CONFOTUR approval, which is currently pending rather than in hand — a status some other North Coast projects already have secured. That’s a fair thing to factor into your timing, but it sits alongside a project that’s demonstrably underway, not one still waiting to prove itself.

The master plan itself is the other half of the early-buyer case: roughly 35,000 m² of green and social space, a clubhouse and restaurant positioned to overlook both the mountains and the ocean, a mini market, sports courts, a children’s playground, sidewalks, and bike paths — plus 24/7 security and a gated perimeter once complete. That’s what the current, pre-completion pricing is buying into.

Ongoing Costs

Maintenance is included for the first six months. After that, it runs about $60/month during the pre-construction period, increasing to approximately $250 plus $25 per bedroom per month once a given villa is completed — noticeably different math from a condo HOA, since you’re maintaining your own lot and pool rather than a shared building.
